Public-sector entities within the state of Florida have a statutory responsibility to comply with Florida Administrative Code 1B-26 that prescribes the manner in which electronic files of record are to be created and maintained.  This requirement compels Records Managers to work closely with IT and internal stakeholders to ensure that this is done effectively and consistently.

SPEAKER BIO:

Earl C. Rich, CRM, is the General Services Bureau Chief and Records Custodian for the Southwest Florida Water Management District.  Earl has more than 20 years of RIM experience in both the private and public sectors, managing the information assets of organizations across a multitude of diverse industries.  In addition to his professional experience, Earl has served as
President of the Florida Gulf Coast chapter of ARMA; Director of the Southeast Region of ARMA; President of the Florida Records Management Association; President of a Toastmasters International club; and has contributed to works published by the Board of Directors of ARMA International.

Earl graduated Summa Cum Laude with a Business Administration Degree from St. Leo University; he also holds the designation of Certified Records Manager (CRM).
